Raja Ampat is the most extreme coverage test in Indonesia. Out here, off the western tip of Papua, the question is not which network is fastest. It is which network built towers at all. The answer is Telkomsel, and in most of the archipelago it is the only answer. Pick an eSIM that lists Telkomsel for the best chance of a signal in Waisai and around the main homestay islands. Pick one that does not, and your phone becomes a camera the moment the ferry leaves Sorong.

But this article exists because of a customer who arrived in Raja Ampat with an eSIM on the wrong network, found it dead at his homestay, and bought from us mid-trip after his neighbours recommended their setup. Why Raja Ampat is the hardest coverage test in Indonesia
Raja Ampat needs more coverage planning than the Gili Islands. The archipelago spreads over 1,500 islands and islets across a marine park the size of a small country, reached by a two-hour ferry from Sorong to Waisai and then by boat to homestays and dive resorts scattered across the Dampier Strait and beyond. We recommend Telkomsel access, but check reception with your homestay or dive resort and save essentials before leaving Sorong.
That changes how you should read every provider comparison. On Bali, every eSIM works and you choose on price. On the Gilis, the wrong network limps. In Raja Ampat, the wrong network shows no service at all for days. Homestay bookings, boat transfers, dive schedules and the weather all run over WhatsApp out here, and WiFi is rare enough that your eSIM is the primary connection, not a backup.
Where you actually get signal in Raja Ampat
Even on Telkomsel, coverage is a patchwork that follows villages and towers, not dive sites. Here is a realistic picture of what to expect, area by area.

Be honest with your expectations. A Telkomsel-backed eSIM is the difference between checking the ferry schedule from your homestay and not, but it is not city internet. Around the Dampier Strait expect a bar or two of 4G or slower near villages, dead zones between them, and nothing at remote dive sites. Every other network gives you the dead zones without the working parts.

Coverage in Raja Ampat comes down to one question you can answer before you pay: does the provider name Telkomsel among its Indonesian networks? Five list Telkomsel; Ubigi lists Indosat.

Travelsim Asia: best overall for most Raja Ampat trips
Good for: travelers who want Telkomsel access and straightforward setup before a long-haul flight. We connect to all three Indonesian operator groups, Telkomsel included, on fixed plans with no daily allowance throttle. Prices are the lowest among the providers compared here at 1 GB ($3.99), 5 GB ($10.99), 20 GB ($27.99), and 50 GB ($36.99). The eSIM arrives by email and installs straight from the email, with no app and no account, and top-ups happen through a web portal, which matters when a week at a homestay stretches into two. Less ideal for: travelers who specifically want unlimited data, which we don't sell. This is our product, so weigh the bias.
Holafly: same coverage, pick it for unlimited
Good for: travelers who want unlimited data on the same Telkomsel + XL pairing and would rather not count gigabytes. Less ideal for: Raja Ampat specifically, unlimited earns its premium less than almost anywhere else. At about $4/day a two-week trip runs over $50, and the patchy island signal, not your data cap, is usually the limit on how much you can use. Holafly also caps hotspot sharing at 1 GB/day. If your route is Raja Ampat plus heavy-usage stops like Bali or Jakarta, unlimited can still add up for you; for the islands alone, fixed data on the same network costs a fraction.
Nomad: the budget Telkomsel alternative
Good for: travelers who want Telkomsel at a low price, especially on the unlimited tiers at $18 / 5 days and $33 / 10 days. QR installation is available outside Nomad’s app. Less ideal for: longer stays on fixed data, where its 5 GB plan ($12.00) and 10 GB plan ($19.00) cost more than ours. Nomad generally includes 2 GB/day at high speed on unlimited plans, then 1 or 2 Mbps depending on the plan; video and large uploads may be slower after that allowance.
Airalo and Saily list Telkomsel; Ubigi lists Indosat
Honest steer: Airalo lists Telkomsel alongside Indosat Ooredoo, so it is a viable Raja Ampat option. Ubigi lists Indosat alone. Saily lists Telkomsel, making it another option to assess for Waisai and the Dampier Strait. For your own homestay, confirm which network has a usable signal and ask about Wi-Fi or satellite backup. Travelsim Asia adds XL/Smartfren and lower fixed-data prices than Airalo; check your exact plan and download offline maps in Sorong.
Raja Ampat things worth knowing
- Everything is arranged over WhatsApp. Homestays, boat pickups, dive slots and the Sorong to Waisai ferry all confirm by message, and plans shift with the weather. A working connection at your homestay is the difference between rearranging your transfer from a hammock and paying a boatman to carry the question to Waisai.
- Download everything you need before leaving Sorong: offline maps, boarding passes, entry permits, podcasts and translations. Reception can be limited on the islands and ferry routes, so keep the essentials on your phone.
- Cash rules the islands. There are no ATMs beyond Waisai and card machines are rare, so most travelers carry their budget in rupiah from Sorong. With banking apps out of reach for days, sort transfers and payments while you still have city signal.
- The marine park entry permit is bought online. Raja Ampat charges an environmental services fee, and the modern route to pay it is a web portal. Handle it in Sorong or before you fly, not from a homestay where the page may never load.
- Homestay WiFi is rare and resort satellite is shared. Most homestays have no WiFi at all. Some upmarket resorts run satellite connections that slow to a crawl when every guest uploads dive photos after dinner. Your eSIM is the primary connection out here, which is exactly why the network behind it matters this much.
- Power can be evening-only. Many homestays run generators for a few hours after dark. Airplane mode between villages saves the battery your eSIM needs when signal returns, and a power bank earns its space in the dry bag.
How much data do you need for Raja Ampat?
More than you'd guess, and for the opposite reason to a city trip. There is almost no WiFi out here, so your eSIM carries 100% of your usage for the whole trip instead of topping up between hotel networks. Days offline end in catch-up bursts: the moment you find a bar of 4G, your phone inhales queued WhatsApp media, photo backups and app refreshes. And the usual advice to start small and top up later breaks down in Raja Ampat, because buying a top-up needs exactly the signal you may not have. Size up one tier from what you'd buy for Bali and treat the buffer as insurance.

Oversize for Raja Ampat: 10 GB is the safe week, not 5. The $6 difference between 5 GB and 10 GB is the cheapest insurance on the trip, because running dry at a homestay means buying a top-up over a dying connection, or not at all. If Raja Ampat is one leg of a longer route through Bali or Sulawesi, count the city days too and buy the bigger plan before you leave Sorong signal. eSIM vs a local SIM for Raja Ampat
You can buy a local Telkomsel SIM in Sorong; ask the operator to register your foreign phone for tourist use. If you are heading straight to the Waisai ferry, arranging a roaming eSIM before travel avoids the SIM-counter stop. Travelsim Asia’s roaming eSIM does not require Indonesian IMEI registration.
